In the case of this particular field, that is quite literally true. Keeping a drunk on the payroll would cost us a mint if anything were to happen and he were found to be working under the influence, not only for the inevitable lawsuits he would generate, but for the insurance and worker's comp fines and penalties, not to mention the eventual rate raises.
From a practical point of view, this is absolutely true and I have no trouble understanding and toeing the line. But still.
